Can only certain guys pull off wearing clogs? Does he have to look a certain way or have a certain style?

Well I saw a guy today at Target wearing jeans and birkenstock clogs with no socks on and I thought it looked so cool. I don’t see too many guys sport this look around where I live. Which is better sandals or clogs?
